(1) To make the public service delivery system more systematic and effective by regularly monitoring and evaluating the work of regional, zonal level and government service providers within their region, a regional monitoring and evaluation as follows in each development area. The Committee shall consist of:-

(a) Regional Administrator – Coordinator
(b) One of the Heads of Regional Directorates designated by the Regional Administrator – Member
(c) One of the Heads of Zonal Level Offices designated by the Regional Administrator – Member
(d) One representative of the civil society designated by the Regional Administrator – Member
(e) Co-Regional Administrator – Member – Secretary

(2) The committee as per sub-rule (1) shall monitor and evaluate the regional and zonal level government bodies within its area.
(3) The report of the monitoring and evaluation work done by the committee as per sub-rule (1) shall be sent to the ministry-level monitoring unit as per rule 29.
